GTA IV didn't particularly blow me away for a few reasons. The game was pretty easy overall. There were maybe two or three missions that gave me trouble, but for the most part I didn't die very frequently or anything. There was only one mission that really was interesting to me, and that was the bank robbery. Everything else was fairly blase to me. Speaking of blase, that's a good word to describe the characters throughout the game. There are a few that aren't completely cliche, but for the most part all the bad guys are mob bosses and secret group leaders who just made me feel like taking a nap. Heaven forbid someone think up an original character. Then there's things like the fact that money is practically useless once you finish the game. There are a few things you can purchase: food, weapons, clothing (there really isn't even a shitton of clothing options), armor, and games (like darts or bowling). Add anything if I'm missing it, but I'm pretty sure that's about it. With the ability to get thousands and thousands of dollars, you would think there'd be a wider variety of things to get. This is one thing where GTA IV failed, and Saints Row 2, a game that was widely ignored, succeeded. In Saints Row 2, there is a ton of shit you can buy and most of it is fun, useful, or interesting.
Fallout 3 has its shortcomings as well, but the base of the game is terrific. The world is expansive, the game as a whole is long (although the campaign can be completed relatively quickly), the characters are interesting, the graphics are nice, there's plenty of stuff to do, and the DLC is being released quickly. The only thing that stands out as better in GTA IV is maybe graphics, and the difference isn't even that great.
